Sea Horse Institute Francis L. LaQue Award, 2001



The purpose of this Award is to honor and perpetuate the memory of Francis L. LaQue, founder of the LaQue Center for Corrosion Technology, Inc. and Vice-President of the International Nickel Company, Inc., and to recognize significant contributions to the field of marine corrosion and corrosion prevention.  In addition, the recipient shall have demonstrated Mr. LaQue’s qualities of enthusiasm and ability to motivate others.

 

 

 

The Sea Horse Institute’s Francis L. LaQue Award is presented to Dr. Harvey P. Hack, P.E., (on Left) by Dr. Bopinder S. Phull, Corrosion Consultant with the LaQue Center.  Harvey was selected unanimously, from a very strong field of candidates, by a nominating committee comprising scientists/engineers prominent in the corrosion filed.  Previous recipients of the Sea Horse Institute’s LaQue Award are Professor Herb Uhlig (MIT, 1991) and Dr. Robert Baboian (Texas Instruments, 1996).



 

 

 

Dr. Harvey Hack is presently an Advisory Engineer at Northrop Grumman Corp. Ocean Systems, Annapolis, MD.  Prior to joining Northrop Grumman, he held various positions in Marine Corrosion Branch at the Naval Surface Warfare Center, Carderock Division, between 1971 and 1996.  He was an exchange Scientist at the US Naval Academy in Annapolis (1990 – 1991).  He has a BS in Physics and MS in Metallurgy and Materials Science, both from Carnegie-Mellon University; and a PhD in Metallurgy from The Penn State University.




Harvey Hack has made outstanding contributions to the field of corrosion engineering, testing, and evaluation.  He has been an active participant at the Sea Horse Institute Meetings for almost three decades.  Among his accomplishments are his outstanding work on marine corrosion, his pioneering work on galvanic corrosion mitigation and mechanisms, and the development of protection methods for alloys, including designs for cathodic protection.

 

            Harvey has shared his expertise in corrosion through his active participation in technical societies, by lecturing throughout the world, by teaching courses on the subject at universities and government laboratories, and through his publications.  He has authored or edited six books and is the author of over 140 publications and reports.

 

            In NACE international, Harvey Hack has held many leadership positions and has contributed widely to corrosion technology.  Included in a long list of activities are, Chairman of TPC unit committee T-7C on seawater, member of the research committee, Seed Grant committee, Certification committee, and the Board of Directors.  He has chaired many NACE symposia including ones on Marine Corrosion, Sensors, and Cathodic Protection in Natural Waters.  He is a NACE Fellow, has received the NACE Distinguished Service Award, is a NACE-Certified Corrosion and Cathodic Protection Specialist, a Registered Professional Engineer in Maryland, and a Fellow of the Institute of Corrosion (UK) and the Washington Academy of Sciences.

 

            He has also served in a leadership position in ASTM; as Chairman of the Board of Directors (2000), Vice Chairman of the Board of Directors (1998-1999), Member Board of Directors (1995-2002), Chairman Committee G01 on Corrosion of Metals (1986-1989), Chairman of the Committee on Standards (1992-1994), Corrosion Editor for Journal of Testing and Evaluation, Awards Subcommittee (1998-present).  He is a Fellow of ASTM and recipient of the ASTM Award of Merit.  Included in a long list of other organizations Harvey has served are ISO, Council of Engineering and Scientific Specialty Boards, International Corrosion Congress, and the Institute of Corrosion.

 

            Throughout his active career, Harvey Hack has been highly regarded for his technical and leadership contributions.  He has exhibited a high level of integrity, fairness and professional responsibility during his career.  Recognized for his exemplary technical leadership and expertise, and outstanding character, Dr. Harvey P. Hack is hereby presented the Sea Horse Institute’s Francis L. LaQue Award.
